Think of PLAAFP as a detailed snapshot of exactly where your child is right now: their strengths, challenges, and everything in between. It's not about where they were last year or where you hope they'll be next year. It's about today, this moment, and what your child can and cannot do.
Why PLAAFP Is the Foundation of Everything
Here's something that might surprise you: every single goal in your child's IEP should stem directly from their PLAAFP. If the PLAAFP says your child struggles with reading comprehension, there should be a goal addressing that. If it mentions difficulty with social interactions, that needs a goal too.
The PLAAFP serves several critical purposes:

  • Establishes the baseline for measuring your child's progress
  • Identifies specific areas where your child needs support
  • Explains how your child's disability impacts their ability to participate in general education
  • Justifies the special education services your child receives
  • Creates the roadmap for IEP goals and objectives

Without a solid, accurate PLAAFP, your child's entire IEP becomes shaky ground. It's like trying to build a house without a proper foundation: everything else depends on getting this part right.

What Should Be Included in Your Child's PLAAFP

A comprehensive PLAAFP isn't just about academics, though that's certainly part of it. It should paint a complete picture of your child across multiple areas:

This covers the traditional school subjects: reading, writing, math, science, and social studies. But it goes deeper than just grade levels. A good PLAAFP will explain not just that your child reads at a second-grade level, but how they read. Do they struggle with decoding? Comprehension? Fluency?

When you review your child's PLAAFP, you're looking for specific, measurable statements backed by data. Vague descriptions like "Johnny struggles with reading" aren't helpful. Instead, you want to see something like: "Based on recent assessments, Johnny reads 45 words per minute with 85% accuracy at the second-grade level, compared to the typical third-grade rate of 70-80 words per minute with 95% accuracy."

Look for These Key Elements

Current Performance: Everything should reflect how your child is performing now, not six months ago. If the IEP meeting is in October, the data should be recent, not from the previous spring.

Strengths and Needs: A balanced PLAAFP highlights what your child does well alongside areas of concern. This isn't about being positive for the sake of it: strengths can be built upon to address challenges.

    Imagine your child making significant progress during the school year, only to lose those hard-earned skills during summer break. Unfortunately, this scenario is all too common for many students with Individualized Education Plans (IEPs).
    Extended School Year (ESY) services are designed to help prevent this regression, providing crucial support for IEP students during the summer months.
    In this post, we will explore the eligibility criteria, data collection to support the need for ESY, what to expect during ESY, and how parents can advocate for their child’s right to these essential services.


    What is Extended School Year (ESY)?

    Individualized Programming- The ESY instruction must align with the IEP goals and be specific to the child. The IEP skills to be maintained during ESY should be outlined, and a progress report should be provided. Just because your child did not meet some of their IEP goals, it does not mean they are guaranteed ESY. And parents need to note ESY is not used for “additional learning”; it is ONLY to address the IEP goals.

    Eligibility - Like all IEP decisions, a single data point should not be the determining factor. An ESY decision must be based on all of the data available. Regression cannot be used as a single qualifying factor.

    Eligibility criteria - (These will vary by state, please check with your DOE for the requirements in your state)

    • Regression and recoupment- does the team believe your child will lose critical skills?
    • Emergent skill is at a critical point? - the key word here is “breakthrough” point. Suppose you or the teacher believe your child is just about to gain a new skill or has recently acquired a new skill that needs to be sustained and reinforced. In that case, ESY is vital to continue that instruction.
    • Behavior concern - does your child struggle with behaviors that interfere with learning? Will a disruption in that behavior support risk an increase in the behaviors when your child returns in the fall
    • Nature and severity of disability - Students with moderate-severe ASD, PDD, IDD, severe multiple disabilities, or emotional disturbance may qualify simply because of the nature of their disability.
    • Curriculum weaknesses that require continuous work - failure to progress in a goal preventing your child from meaningful engagement and learning next year.
    • Parental inability or unwillingness to provide structure at home This might be a topic of discussion if your child requires ABA, Speech, OT, PT, or counseling services.
    • Rate of progress - if little or no progress is being made, this time can be used to help close that gap.

    No cost to parents

    Collecting Data to Support Your Claim for ESY

    Use regression, recoupment, and predictive data - Data that supports the need for ESY includes student progress reports, evaluations, and evidence of regression during previous breaks. NOTE: a school can not require a student to fail before offering ESY. You also do not need to PROVE regression will happen, simply agree it is likely.

    Data collection methods could include tracking your child’s progress through regular assessments, anecdotal records, and work samples. Then, use the collected data to demonstrate that your child is at risk of regression without ESY services and present it during IEP meetings.

    Duration and level of support - Duration, and instruction of ESY services cannot be arbitrarily confined to the school’s schedule. Just like the IEP, it must provide for the child’s needs. It should also be noted that ESY is not just a summer program. It can include after-school instruction, weekend instruction, and instruction over breaks if necessary.

    Curriculum and instruction- this needs to be targeted to the child’s needs; one-size-fits-all summer agendas do not fit the definition of ESY.

    What to Expect at ESY

    ESY programs typically have a more relaxed structure than the regular school year, focusing on individualized instruction and reinforcement of critical skills. Services available during ESY include specialized instruction, related services (such as occupational therapy), and social skills development.

    Prepare your child for ESY by discussing the program, their goals, and its purpose and setting participation expectations. This should be a part of your routine and a continuation of school.

    Conclusion:

    ESY is a vital service that helps IEP students maintain their progress and prevent regression during summer break. Understanding the eligibility criteria, data collection, and what to expect during ESY empowers parents to advocate for their child’s right to these essential services.

    • Reduced access and quality of instruction and support for students with disabilities, who may receive less individualized attention, less specialized services, and less appropriate accommodations and modifications.

    • Increased risk of academic failure, behavioral problems, and dropout for students with disabilities, who may fall behind their peers, develop low self-esteem and motivation, and disengage from school.

Listen to the teacher's and the administrator's perspectives and challenges, and try to understand their point of view. Establish a positive and collaborative relationship with them, and show your appreciation and support for their efforts.

    Leverage community resources and support networks. Seek out and connect with other parents and advocates who share your concerns and goals. Ask the school to reach out to local organizations and agencies that provide services and support for children with special needs and their families and organize support that could supplement what they school is doing. Parents can also call and find out what resources and programs the local resources offer, and how you can access them.

    Explore alternative educational settings or supplemental services. Before you make any decision, you should weigh the pros and cons of each option, and consult with your child's teacher, school administrator, and IEP team. You should also be aware of your rights and responsibilities under the IDEA and the state laws regarding outside options. Encourage the shool to consider supplemental services that can enhance your child's education and support, such as tutoring, mentoring, counseling, or therapy. You may be able to access these services through your school, your district, your community, or your insurance. You may also be eligible for reimbursement or funding for these services under certain conditions.

    Out-of-the-Box Support

    In addition to the strategies and tips mentioned above, you may also want to try some innovative and unconventional ways to support your child during this shortage. Here are some examples of out-of-the-box support that you may find helpful:

    • Utilize technology and online resources for learning and development. Technology can be a powerful tool for enhancing your child's education and support, especially during this time of shortage. You or the school can use technology to access online courses, programs, and platforms that offer specialized and individualized instruction, guidance, and feedback for your child.

A peer mentoring program is a program that pairs students with disabilities with their typically developing peers, who provide them with academic, social, and emotional support. A peer mentoring program can benefit both the students with disabilities and their peers, as they can learn from each other, develop friendship and empathy, and enhance their self-esteem and confidence. A peer mentoring program can also benefit the teachers and the school, as it can reduce the workload and stress of the teachers, and foster a positive and inclusive school culture.     I don't know about you but when I'm dysregulated, I just want to feel heard and understood. Our kids are generally no different, even if they need time to cool off before they can express those emotions.

    Collaborative Efforts for Inclusive Success

    The journey towards an inclusive classroom should not be thrust on the teacher alone. It calls for a myriad of players from educators, parents, students and specialists working in harmony.

    Fostering a collaborative environment includes regular communication, shared decision-making, and a commitment to the student's best interest. When all parties are aligned, the educational experience becomes richer and more effective for every learner.

    Often times parents feel like they are a thorn in the teachers' side. Sending emails and asking for "favors." If you approach each interaction with kindness and support most teachers will welcome help in doing their job.

    When you communicate with teachers your child jumps to the forefront of their mind. They are more likely to remember accommodations, services, and even offer help that is not listed in the IEP.

    Working with teachers will make everyone's year better. They will know they can reach out to you for help at home, blunt conversations with your child, and even classroom volunteering.

    Parents gain a team member and if you build a relationship, they might offer insights on how to support your child better at home.
    And students gain a team that all speaks the same language, they are held accountable for their responsibilities and they gain a sense of continuity, knowing that they can depend on the members of the team to be there, on the same page to support them.

    Not all Special Education Advocates are Created Equal

    I have hesitated writing this blog because it seems so self-serving. I am a great advocate and an advocate that will always go the extra mile. But there are many great advocates out there. However, when one of my clients told me, "I was thinking you should probably write an article or give advice on how to ... identify an advocate not doing their job (just after your money) and how to look for one with the qualities you have ... who is genuinely trying to help you..." I knew it needed to be addressed.

    So here is my advice on finding an advocate.

    What is a Special Education Advocate, and What Do They Do?

    A special education advocate is a professional who helps families and individuals with special needs navigate the complex world of special education. They provide support, guidance, and information about IEPs (Individualized Education Programs), 504s, services, and other available resources for their clients. Special education advocates work with families to ensure their child’s educational rights are being met. They can also help them access the services they need for their child’s success.

    The 5 Steps in Finding the Perfect Special Education Advocate for Your Child

    Finding the right special education advocate for your child can be overwhelming. But with a few simple steps, you can ensure you are hiring the best person for the job.


    The first step is to look at the qualifications and knowledge of potential advocates. You want to confirm that the advocate has experience working with special needs children and understands how Individual Education Plans (IEPs) and 504 plans work. It would help if you also considered their specialties, such as dyslexia, autism, down syndrome, behavior management etc. Many advocates that service everyone will miss the nuances specific to a particular diagnosis.


    Additionally ask about their training.  The gold standard is COPAA training -- there are 2 levels of COPAA training.  There are great many other trainings out there, I have participated in many and some are much better than others.  But when considering trainings look for non-profits that have an interest in supporting parents, not just advocates.  COPAA offers support for Parents, Attorneys, and Advocates, making them an excellent source of information and you know their training has the child's best interest at heart.  

    The second step is to ask questions about their experience and expertise before deciding. Ask them about specific cases they have handled or testimonials from other clients who have used their services before. This will give you an idea of their knowledge base and confidence. Most special education advocates have a child with special needs, but consider their other experience; do they have experience in education, have training from a reputable institute, and are they continuing to learn and keep up to date on laws and policies?

    Third, consider price and services. Make sure that you understand what services the advocate will provide and how much they charge.  This is a tricky one to give advice on, but I will say, you often get what you pay for. Not to say that all advocates that charge big bucks are worth it.  Just to say, understand upfront.  

    Fourth, how easy will they be to work with? Do they answer their emails? Will they be available by phone? Can you connect with them on Zoom or Google Meets?

    Lastly, do you have a connection with them? Do you feel like they understand your wants and needs?  Will they support you in a meeting.  Will they be honest with you?  Is that something you want? If you are uncomfortable working with the advocate, you are not likely to make much progress. This person is going to know many of the ins and outs of your family; you want to make sure you are comfortable talking to them and that they will respect your privacy.

    Conclusion

    No one will ever be able to replace you on the IEP team. You know your child better than anyone else at that table. An advocate can bring many things to the table, knowledge of IDEA, ADA, how to read testing data, how to write a SMART goal, and accommodations or services that should be in place. But a really great advocate will help you navigate the IEP conversation, keeping you included in the conversation and asking you about your vision for your child.

    A great resourse for finding a local advocate is COPAA. Keep in mind your advocate does not have to be local. I coach parents all over the country and attend meetings virtually. But, if you want an advocate in the room with you COPPA is a great place to start.
